Long live tsiag!

Hi!

For all who are interested, I have just finished updating tsiag, the ncurses
version of siag, so that it is again current with siag version 3.1.

It is availible via CVS.  I invite people to try it and let me know how well
it works.  Currently, it is quite incomplete, but it should compile and run and
do most of the basic functions.

I'd like to know how much interest in tsiag there is out there.  If this is
something you find useful, please let me know.
